Virginia Officer: Driver was wanted for murder.

Vehicle's old tags lead to arrest of man sought in murder. An expired license plate led to the arrest of a murder suspect on Interstate 95 in Stafford County, Virginia late Saturday.

Virginia State Police Trooper D.A. Phipps was patrolling the highway's southbound lanes near Potomac Creek about 11:30 p.m. when he came up behind a car with dead tags.

When he stopped the car and ran a routine computer check, Phipps learned the driver was wanted in Petersburg, Virginia on charges of first-degree murder, malicious wounding and use of a firearm in the commission of a felony, state police Sgt. F.L. Tyler said yesterday.

Virginia State police yesterday had no details about the slaying, and calls to Petersburg, Virginia police were not returned.

The warrants were issued against Rory A. Forehand, 19, of the Bronx on Oct. 31, Tyler said.

Phipps charged Forehand with being a fugitive from justice, police said.

He was taken before a magistrate and ordered held without bond in the Rappahannock Regional Jail, pending extradition to Petersburg.

Tyler said the arrest shows that Virginia police never know whom they're dealing with, even if a traffic stop seems routine.

Earlier this month, a state trooper stopped a car for speeding in Elkton, Md., and found two bodies in the trunk.

This year, in the Fredericksburg area, traffic stops for minor infractions have led to two major drug busts--one involving a half-kilo of imported heroin, the other 63 pounds of marijuana.
